QA/QC Program Support Engineer

Basic Qualifications: Candidate must possess the following education, experience, technical skills and behaviors:

  •         BS in engineering discipline or equivalent preferred.
  •         5-7 years quality assurance & control experience
  •         Construction / project management experience
  •         Experience working on moderate to large projects;
  •         Working Experience in utility (Transmission & Delivery Engineering & Construction Projects) preferred
  •         Must have excellent written and oral communications skills
  •         Program and process development; Analytical with regard to processes; Strategic thinking skills; Excellent communicator;   Schedule-oriented;

 Required Competencies:

 Must be able to perform:

Quality program assessments per ISO standards,

  •         Construction oversight surveillance inspections conformance to DP&C specifications
  •         Self-assessments conformance to DP&C Procedures.
  •         Must have good speaking and writing skills & PC literate.

Desired Qualifications:

  •         Lead Auditor 40 hours Training
  •         ANAB or IRCA or Equivalent Lead Auditor Certification Preferred.
  •         Formal ISO 9001 Quality Management System Training
  •         Experience in Construction & equipment Inspection & Quality Management system auditing (assessments)
  •         Working knowledge of industry codes, standards and regulations (ISO 9001, ASME IX, AWS D1.1, ASNT, ASTM). AWS and NDE certifications are desirable.

Summarize the primary purpose of the position:

The contractor’s responsibilities include supporting and implementing quality assurance related programs, reviewing and commenting on design and installation specifications for civil, mechanical, and/or electrical systems, components, and/or materials; field surveillance inspections to ensure vendor compliance with contract requirements, especially the technical specifications and assists Quality Program Leader in performing self-assessments, AE firm assessments, field construction oversight surveillance inspections & up-date existing PMP procedures. This position is responsible for supporting and ensuring quality management for Delivery Projects & Construction (DP&C) projects and contractors under its jurisdiction. Develop and implement a Quality Management Program and corresponding Quality Assurance and Control Programs. Provide direction to DP&C associates on its projects, vendors, and contractors to ensure the highest criteria for quality for all functional groups and project management processes, and for project workmanship, materials, and equipment. Maintain and apply working knowledge of Business Controls and meet management’s expectations for effective internal business controls. Work with, and support associates and contract employees with skills, accountabilities, and expertise in the following areas: Assist QA/QC program development, quality planning, and drive efforts to ensure overall compliance with the DP&C Project Management procedures. Conduct, support, coordinate and drive the completion of Quality auditing efforts; Self-assessments; Contractor and Vendor QA/QC; Pre-qualification and Contract review; QA/QC surveillance & compliance; QC inspections; Vendor & contractor surveillance; completion of corrective action plans, mitigation and root cause analysis and Lessons learned.

 PRIMARY DUTIES AND ACCOUNTABILITIES:

  •         Self-assessments on DP&C projects 35%  
  •         Field surveillance inspections of DP&C construction projects 50%  
  •         Quality Program assessments (audits) of DP&C Architectural Engineering Firms 15%
